Ofcom names the broadband providers with the most complaints

Ofcom has published complaint figures for the second quarter of 2026, covering April to June. The UK communications regulator said overall complaint numbers fell from the previous quarter, mainly because fewer complaints were filed about pay-TV services.

The figures count complaints per 100,000 subscribers. For broadband, EE, BT, TalkTalk and Vodafone had the highest complaint rates. EE’s rate rose from the previous quarter, BT’s was unchanged, and TalkTalk’s and Vodafone’s fell. Plusnet, Sky and Virgin Media had the lowest broadband complaint rates.

Across landline services, Plusnet received the most complaints, many concerning its handling of complaints. Sky, Utility Warehouse, Virgin Media and Vodafone had the fewest. For mobile services, O2 and Sky Mobile received the most complaints. O2 complaints mainly concerned faults, service and connections, while Sky Mobile complaints mainly concerned switching providers. EE, Giffgaff, Tesco Mobile, Three, Vodafone and iD Mobile had the fewest mobile complaints.

In pay-TV, EE recorded 4 complaints per 100,000 subscribers and Virgin Media recorded 3. TalkTalk had the lowest rate, at 0.2 per 100,000 subscribers. Broadband had the highest average complaint rate among the four categories, at 6 per 100,000 subscribers across providers.

Ofcom does not handle individual complaints. The regulator said publishing the figures can help customers choose providers and services that suit their needs.
