OpenAI says it will share its Daybreak AI cyber-defence system for free with the Ukrainian government to help protect civilian infrastructure, including hospitals and power plants, from cyber-attacks.
Ukraine recorded nearly 6,000 cyber-attacks in 2025, according to the Computer Emergency Response Team of Ukraine (CERT-UA). OpenAI says Daybreak can identify weaknesses in digital systems and help develop fixes.
Under the deal, Ukraine will also receive access to OpenAI's GPT 5.6 Sol model, which the source describes as a rival to Anthropic's Mythos and Fable. George Osborne, OpenAI's Head of OpenAI for Countries, said defending civilian infrastructure requires protection from both physical and digital attacks.
Rafe Pilling of Sophos said Russian offensive cyber operations had been a key part of the Kremlin's aggression against Ukraine since 2014. Jamie MacColl of the Royal United Services Institute said access to Daybreak could be useful, while noting that Ukraine already uses AI tools from competitors including Google.
The announcement came during the UN General Assembly in New York. The source also reports that Anthropic linked Claude to software developed by Russian developers for attack drones, and that around 100 US companies warned that the window to strengthen defences against AI-enabled attacks is closing.
