Oracle’s Project Lighthouse, a data center campus under construction in Port Washington, Wisconsin, faces delays to its grid connection after state regulators restarted their review of the required transmission line.
Vantage is developing the campus for Oracle, with four data centers planned. Construction is progressing, but the site cannot serve customers at scale until the transmission infrastructure receives regulatory approval and is built. The Public Service Commission of Wisconsin closed the review on September 10, 2026, without ruling on the merits. American Transmission Company (ATC) filed a new application on September 18, restarting the statutory review clock.
ATC’s original application was deemed complete in December 2025. Between January and July 2026, the company filed 564 additional documents involving route changes, temporary bypass lines and revised cost estimates. An administrative law judge ordered ATC to itemize the changes on July 1 and found on July 15 that it had not complied. The commission withdrew its completeness finding in August, citing uncertainty about the scope under review.
Vantage describes the campus as having 902 MW of IT demand; utility records put total electrical requirements at 1.3 GW, including cooling and other consumption. Vantage previously asked about roughly 310 MW of service during 2027 and projected peak demand of 438 MW that year, rising to 1.3 GW from 2028. A longer review could move partial service to June 2028 and full capacity to April 2029. Javier Reyes of Aterio said public records indicate a “meaningful risk” that power will arrive later than Oracle’s guidance.
